Thank you for a very good question.
I think strategy and tactic “go together like yourself and carriage” :-) Strategy goes first and we chose tactic according to the strategy not vice versa, because our strategy is the final point but tactic is a way. Choosing the way is possible only you keep in mind the destination.
I remember a joke and difference between tactic and strategy: 2 guys were sleeping in a forest and suddenly woke up and saw a bear next to their tent. One guy jumped out of bed and run bear feet and the other one started putting on his sneakers and running cloths. The first guy shout him: “your sneakers can’t help you to run faster than the bear” and the other guy shouted him back: “I don’t need to run faster than the bear it is enough to run faster than you” :-)
